WE REFER to Mr Hong Ghim Phong's letter, 'HDB spaces: No subletting rule observed in the breach' (Aug 5).
HDB has been working with other agencies to seek the cooperation of HDB shop retailers to comply with the guidelines on the use of the outdoor display area (ODA). The ODAs are meant for shop retailers to display some of their goods to increase the visibility of their product mix to draw customers into their shops. Such use must not compromise public safety or cause inconvenience to others. Subletting the ODA is an infringement of the conditions of use of the space.
East Coast and West Coast town councils have done fortnightly inspections. Arising from Mr Hong's feedback, the town councils are investigating the cases mentioned. Enforcement action will be taken against shop retailers who infringe the ODA guidelines, including termination of use of ODA, and/or a fine of up to $5,000 under the Town Councils Act.
HDB and the town councils will continue to conduct regular inspections to ensure that ODAs are not misused. In addition, members of the public with information on the misuse of ODAs can contact the town councils.
