Can HDB make exception?

A FRIEND applied recently to the Housing Board for permission to rent out his flat as he has problems servicing his loan for the flat.

The HDB said that his application would not be approved unless he settled his arrears of $1,500 for the loan.

He appealed for a grace period but was rejected.

Does the HDB make exceptions for those who are in need?
