Punish bus operators by reducing fares

I REFER to the letter, "Bad service from both bus operators" (my paper, April 13).

Since the bus operators were fined for service lapses, how would these monetary punishments directly benefit the commuters who had to suffer the inconveniences?

Would it not be better for the punishments to take the form of, say, a reduction in bus fares on these bus services during peak hours for a certain period?
