Proposed changes on smoking laws

PRODUCT REGULATIONS

Lower maximum tar and nicotine limits: 10mg and 1mg for tar and nicotine respectively, down from 15mg and 1.3mg.

Ban on tobacco derivatives and substitutes such as shisha, tobacco, nicotine gel, tobacco candy and e-cigarettes.

PENALTIES ON SMOKING

Increase compounded and maximum fines for underage smokers.

First to fourth-time offenders: From $30 to $100.

Maximum fine: From $300 to $500.

More places barred from selling tobacco products, including petrol kiosks, game arcades and traditional Chinese medicine retailers.

Tobacco retailers who sell products to underage customers will have their licences revoked.

PACKAGING, LABELLING, ADVERTISING

Ban on misleading labels such as "light", "mild", and "low tar".

Quantitative tar and nicotine labelling to be replaced by general health message.

Tobacco advertising and sponsorship ban to be extended to arts-related events.

Cigarillos (mini cigars) to be sold in packs of minimum 20 sticks.
