PM Lee will be speaking first in Malay, Mandarin and then English.
In the Malay speech, he highlighted that Malays are an essential part of Singapore's community and credits their success to education.
PM Lee says he is happy that many Malay workers are using SPUR - Skills Programme for Upgrading and Resilience - to hold onto their jobs.
He urges those who have lost their jobs to quickly retrain and to look for a new job. He also reminds the community not to be picky as having a job is better than having no job.
He pointed out that more Singaporeans are taking their religion more seriously and more religious groups have been more active.
He says that all must continue to build links across religious lines and to welcome people from different races and religion into the communities.
We must display the spirit of give and take, he says.
Singapore is entering the new phase, as is the Malay community. Young Malays are poised to contribute in many ways possible, bringing the country to a higher level.
He urges these youth to work with the government and various Malay-Muslim organisations to help make Singapore a better place to live in.
He also urged the malay community to worked together with official bodies to further help each other ride out the economic downturn. He expressed confidence that with the progress made so far, this will be successful.
