SMU should enforce rule against smoking

I READ with disbelief that the Singapore Management University (SMU) is actually designated as a "non-smoking" campus.

If one takes a walk around the campus, it's not hard to find undergraduates lighting up and puffing away, oblivious to the fact that they are actually breaking a rule.

I read with even greater disbelief when SMU's spokesman said: "As we are located in the heart of the city and the campus grounds are open and accessible to the public, enforcement requires cooperation and discipline from everybody."

Isn't it the responsibility of the university to enforce the rule, at least as far as its students are concerned? And should the rule be bent or broken, the university should be accountable as they are ultimately in charge of the premises.

Please take ownership, and don't pass the buck.
