Attorney-General Walter Woon cited three cases to highlight the difficulties faced in deciding whether to prosecute:
1 The boy and girl were secondary school students. They had sex and the girl became pregnant.
Initially, the two families settled the matter privately with the boy's parents agreeing to pay for the pregnancy expenses and having the baby adopted.
But later, the girl's parents had a change of heart and hauled the boy to court.
2 A 15-year-old boy decided that he needed more pocket money and advertised himself on gay chatrooms.
He had paid sex with six men, all of whom were later prosecuted. What should be done about the boy?
3 What about when the girl entices the boy? An underage girl initiated contact with boys at a very young age.
She started having sex at 11 and had eight boyfriends, only stopping when she got pregnant.
