Such small-scale home-based businesses do not require owners to notify the authorities. They just need to adhere to the criteria listed by the HDB for its flats and the Urban Redevelopment Authority for private housing.

Experts said that home-based businesses, although not suitable for every industry, are becoming more popular.

Mr Paul Heng, managing director of NeXT Career Consulting Group, said it is because the costs of such a business can be managed more effectively.

HDB flats:

■ Activities must not cause any nuisance, for example, noise, smoke, smell, chemical/liquid waste, dust or litter

■ No employees allowed

■ Flat is still used for residential purposes

■ No excessive human or vehicular traffic

■ No external advertisement/business signboard

■ Flat address cannot be used for business registration

■ Activities must not adversely affect the neighbours' peace and tranquillity and their enjoyment of the estate's residential ambience

■ Activities are conducted to supplement the household income

■ No loading or unloading of goods relating to the business

■ No use of heavy equipment or appliances other than domestic or household appliances

■ Activities must not generate complaints from neighbours

Private homes:

■ No person outside the household is to be employed

■ No external advertisement/business signboard is to be displayed

■ No extraneous traffic is introduced to the site

■ No noise, smoke, smell, effluent or dust nuisances or danger should be posed to surrounding residents

■ No loading and unloading of goods by vans and trucks

■ Use of private residential premises' address for business registration does not require planning permission provided there is no material change of use of the residential premises
