My point: Using education fund overseas

Singaporean students are eligible for a Post-Secondary Education Account, the balance of which will be transferred to the CPF account when one reaches the age of 30.

Male account-holders get $3,000 credited into this account when they complete full-time national service. But account-holders cannot make use of this money unless they study in Singapore.

Why can't they use the money for further education overseas?
