Surge in number of 'busy' taxis

The public is aware that when a taxi displays the "hired", "on call" or "changing shift" sign, it will not be able to pick up passengers.

But since the Land Transport Authority (LTA) introduced taxi availability standards this year, there seems to be a significant increase in the number of taxis displaying the "busy" sign, particularly during peak hours.

When are taxis permitted to display such signs? Are these taxis considered as making up the numbers required to meet the availability standards?

I hope the LTA will have more officers on the ground to observe this new trend.
