THE letter, "Smokers openly breaking law" (my paper, July 4), shows that despite the smoking prohibition, there will be a number of recalcitrant smokers prepared to take chances with the law.

The National Environment Agency should step up enforcement action and conduct more surprise checks. It should not depend on public feedback and complaints before taking any action.

People usually turn a blind eye to smokers who break the rules as they want to avoid trouble or are afraid of being beaten up.
