Could this surgeon be PAP's candidate in Punggol East?

Caretaker MP for Punggol East, Mr Teo Ser Luck was seen introducing a new face to residents as he gave out food rations and conducted the first Meet-the-People Session of 2013.
According to Mr Teo, Dr Koh Poh Koon is a personal friend who wanted to volunteer.
"I am actually handling two constituencies at the same time, and I have a couple of friends that joined us. Dr Koh Poh Koon is a keen volunteer, he has always wanted to serve," said Mr Teo when interviewed by RazorTV.
Dr Koh is the medical director and consultant colorectal surgeon of Capstone Colorectal Surgery Centre at Mount Elizabeth Medical Centre.
He is also a consulting surgeon at Singapore General Hospital and Changi General Hospital.
He is married, with two daughters aged 3 and 8.
Mr Teo remained tight-lipped when asked whether he would recommend Dr Koh being fielded as a candidate in the Punggol East by-election.
"I am a caretaker MP. It is not up to me to decide.
"My other friends who are helping me out know that this is my first Meet-the-People Session with Punggol East residents. I'm so glad that most of them turned up to help me out."
Distributing food rations to residents was an initiative first mooted by Mr Michael Palmer who resigned due to an extra-marital affair.
Mr Teo and Dr Koh proceeded to 124A Rivervale Drive to a Meet-the-People Session with residents.
When asked what he thought about other political parties contesting Punggol East, he said such a move would be good for residents.
Residents had also asked if Mr Teo would be contesting during the by-election. He said that it was up to the Prime Minister to decide.
