Abandoning shopping trolleys akin to littering

The problem of abandoned supermarket trolleys has become more widespread.

I have seen at least six of them lying around in Marine Parade for some time. The culprits even remove the $1 coins deposited before abandoning the trolleys. The only way to stop trolley abandonment is to classify it as a littering offence. If throwing a cigarette butt warrants a fine, isn't leaving a trolley in the open similar to littering?
