Citizens' Consultative Committee on Kaki Bukit upgrading appeal

The headline of the article ("Grassroots leader, AHPETC at odds over upgrading"; last Saturday) gives the impression that the appeal to the Aljunied-Hougang-Punggol East Town Council (AHPETC) for upgrading of blocks in Kaki Bukit came from the chairman of the Kaki Bukit Citizens' Consultative Committee, when in fact it came from the CCC itself.

The article also quoted AHPETC as saying that when it took over the management of the town in 2011, many eligible blocks, including those in Kaki Bukit, had not yet been nominated or chosen for the Home Improvement Programme (HIP).

In fact, before AHPETC took over, 17 blocks had already been nominated and approved for the Main Upgrading Programme or HIP.

There are 53 residential blocks in Kaki Bukit, and all except one are more than 30 years old. Today, there are still 30 blocks that have not been upgraded.

Every year, a few precincts in a group representation constituency can get the go-ahead for the HIP.

Based on age, Kaki Bukit should have a few flats selected every year and, over time, the entire estate can be upgraded.

It is disappointing that this year, AHPETC nominated eight upgrading projects for the constituencies under its charge but excluded Kaki Bukit, which has the oldest flats in the constituency.

The CCC decided to appeal to AHPETC on Feb 10 to reconsider its nominations, but there was no reply for three months.

The CCC recognises that it has to respect the decisions of AHPETC, but all we are asking is for it to respond to our appeals.
