MPs Foo Mee Har and Lee Li Lian were concerned about the eligibility criteria for subsidies and assistance schemes for essential needs.
Referring to a list of existing assistance schemes available, Social and Family Development Minister Chan Chun Sing said "there is flexibility within the help system to cater to those who may not meet the criteria but who are genuinely in need".
There were more than 1,500 households last year that did not meet the income criteria, but were still assisted under ComCare, which provides both short and long term assistance to families in need, he said.
The eligibility criteria will be regularly reviewed to ensure that they remain relevant and effective for their target groups, he added.
