MOM officer pleads guilty to getting sexual favours

He abused his position as a Ministry of Manpower officer to satisfy his lust.

It was Norezwan Em's duty to conduct investigations on offences committed under the Employment of Foreign Manpower Act.

But the 28-year-old senior investigation officer from the Investigation Branch of the ministry's Foreign Manpower Management Division ended up committing offences himself.

On Thursday, he pleaded guilty to three counts of sexual corruption involving a 26-year-old Chinese national. Between Oct 30 and Nov 6 last year, he got sexual favours from her on the pretext that he could help to extend her stay in Singapore.

Norezwan has been interdicted (a technical term for suspended) from duty since late February.

Deputy Public Prosecutor (DPP) Shaun Lee told the court that Norezwan had earlier been assigned a case where someone used another person's SingPass to apply for work permits for three foreign workers.

One was the woman Norezwan dealt with. She is not being named to protect her identity.

DPP Lee said that the woman entered Singapore on Oct 9 last year to look for a job, but there were no employment opportunities available when she arrived.

Because of this, six days later, she lodged a complaint with MOM about her predicament. Norezwan recorded a statement from her the next day with the help of an interpreter. After that, he issued her a special pass to let her remain in Singapore legally to assist in the investigations.

Text messages

He started contacting the woman in his personal capacity through text messages and phone calls.

As Norezwan had given her the impression that he could help prolong her stay, he first received oral sex from her at a park in Clementi on Oct 30 last year.

The pair had sex at a Geylang hotel on two occasions in November.

On Nov 7, Norezwan told her that she could only stay in Singapore for a month.

She lodged a complaint with the Corrupt Practices Investigation Bureau the next day. Norezwan will be sentenced on Oct 3.
