SINGAPORE - Motorists were stranded as flash floods struck Singapore for at least the second time in a week, submerging this junction of New Upper Changi Road and Chai Chee Road.
Yesterday's downpour coincided with the PUB saying it was testing a flood-forecast system, ahead of the upcoming monsoon season, that could give a heads-up of up to 15 minutes before a flood hits.
