Police arrest 42-year-old man flashing at Punggol

SINGAPORE - A lady who was walking home after sending her son to school was shocked to see a man at the foot of a HDB block with his pants down, fondling his private parts.

Disturbed by the sight, she whipped out her phone to take photos of him in the act, but the man appeared nonchalant and continued his act.

According to the Chinese evening daily Lianhe Wanbao, the incident occurred on Monday morning at about 7.20am near Blk 174C Edgefield Plains.

The lady, Ms Zhang, told Lianhe Wanbao: "He was holding on to his phone with one hand, while his other hand appeared to be moving vigorously. I peered closer and realised that he was touching his lower body."

After capturing photos of the flasher, Ms Zhang continued to observe the man. Each time a passerby walked past, the man would fondle his private parts more vigorously.

Indignant, Ms Zhang decided to record a video of the man, and later called the police. Ms Zhang then trailed the guy as he started strolling to the playground.

"I didn't dare to trail him too closely, so I maintained a distance," Ms Zhang said. "I was more worried about the safety of the school children as there is a primary and secondary school nearby."

Police later arrested the flasher at the playground. Lianhe Wanbao reported a 42-year-old Chinese man has been arrested, and police investigations are ongoing.
