He was driving on Yishun Ring Road when he saw a Giant hypermarket manager running after a man with a grocery basket filled with cans of beer.
Mr Jansen Ang, a member of the Chong Pang Zone 4 Residents' Committee (RC), immediately pulled over and started giving chase too.
As he pursued the shoplifter, he shouted to alert residents about him.
Madam Saniah Rasban, 53, the RC's secretary, was standing at the corridor of her flat when she heard the ruckus.
The housewife immediately rushed down to help. She and a few other residents pinned down the shoplifter.
Madam Saniah said: "It was like a police drama. Somebody was holding his torso, another was holding his leg."
It was this instinct to rush forward to help that won Madam Saniah the Public Spiritedness Award from the police on Sunday, at the Nee Soon GRC Active Ageing Carnival 2013.
Mr Ang, a real estate marketing manager in his 30s, also received the same award that morning.
This is not the first award Madam Saniah has got from the police this year. She was awarded three other certificates and awards from the police and the Singapore Civil Defence Force. (See reports at right.)
