Insurance for the mentally ill: NTUC Income replies

SINGAPORE - Mr Raymond Anthony Fernando appealed for insurance coverage for people with mental illnesses ("What about insurance coverage for the mentally ill?"; last Saturday), following the launch of NTUC Income's SpecialCare (Autism), the first insurance plan in Singapore specially designed for children and young people with autism.

When we consulted with the Autism Resource Centre (Singapore), its president, Ms Denise Phua, shared with us the concerns of different special-needs groups.

We agree with Ms Phua and Mr Fernando that as society progresses, we need to work towards ensuring that no one is left behind. Through SpecialCare (Autism), we hope to help families of children with autism. It is a small step we are taking in the special-needs space, and it is a start. Over time, we want to accumulate experience and be in a better position to offer more such products.

Insurance works on the basis of pooling to cover against risks of the unknown. To be sustainable, our premiums must be commensurate with the risks.

People with mental illnesses bear significantly higher risk profiles. Nevertheless, we recognise that mental illnesses are wide-ranging and we assess each case on its merits. We have offered insurance to some people suffering from mental illnesses. We thank Mr Fernando for his letter. We heed his call that more can be done and we will continue our efforts in this important area.
