Here is the advisory from SIA:

Due to the current situation in Thailand, Singapore Airlines customers travelling on flights from Bangkok are advised that traffic jams may be expected in the city due to road closures.

Customers are advised to make arrangements to head to the airport at least four hours prior to departure and where possible to use the airport rail link.

Singapore Airlines will waive administrative fees/penalties for refunds, re-booking or re-routing, for customers holding confirmed tickets issued on or before 19 May 2014, for travel to and from Bangkok, on or before 31 May 2014. This also applies to redemption tickets.
