Priority for those yet to attend NDP
While balloting is a fair way of allocating National Day Parade tickets, those who were successful in previous ballots, and who enter the ballot again, reduce the chances for those who have not been successful before.
Is the exclusion from the ballot for one year sufficient?
Shouldn't those who have never experienced the parade be given priority over those who have attended it at least once? Perhaps a larger number of tickets could be allocated to the former.
