Any checks on kinky all-male spas?

SINGAPORE - Last Thursday's report ("Spa death: 'Suicide or sex game gone wrong'") said a naked man was found hanging in a room at an all-male spa that had a saddle bench and a 2m-tall metal frame with chains dangling from each corner.

Is a licensed spa establishment allowed to have such kinky sex equipment? Do the police or relevant authorities conduct checks on such establishments? And will the spa still be allowed to operate after the discovery of such equipment on its premises?
