Dog owner who abused cop jailed

SINGAPORE - Bad enough that former taxi driver Lim Liang Ginn had let his dogs run around unleashed in Woodlands. But when a policeman came to investigate, Lim abused him in Hokkien.

On Wednesday, the unemployed 37-year-old was fined $2,500 for his tirade at Staff Sergeant Abdul Rauf Hashim at the void deck of Block 537 Woodlands Drive 16.

He will serve two weeks in jail since he did not pay the fine.

The court heard that when the officer and the 25-year-old who called in to complain arrived at the scene on July 9, they saw Lim's two unleashed dogs barking. When told of the complaint, Lim was hostile at first.

He eventually expressed his remorse and explained why he did not leash his dogs.

"He said he wanted to let them walk or run freely as he believed that animals should be allowed some freedom," said the police prosecutor. Lim added that he had no intention to cause anyone to be fearful or create any inconvenience.

But when he was arrested and handcuffed, he abused the staff sergeant who turned down a request to loosen the handcuffs slightly.

Lim, who pleaded guilty, had a second charge of disorderly behaviour taken into consideration. He could have been fined up to $5,000 for the offence.
