Paedophile lured boys with gifts and cash

A serial paedophile lured five young boys into his Bukit Batok flat with promises of computer games and television.

Over four months, he got them to touch or kiss him, had a seven-year-old perform oral sex on him, and took photographs and videos as keepsakes.

Lok Kwok, 59, committed 27 sexual offences in all between October 2012 and February last year on the boys, all of whom lived in the same area as Lok and attended the primary school nearby.

To keep them happy, he gave them gifts, including a toy gun, game cards and a red packet containing cash.

Yesterday, the prosecution called for Lok, then a logistics officer, to be jailed for at least 12 years for his "repugnant conduct".

Deputy Public Prosecutor Zhong Zewei said Lok had morally corrupted the boys by enticing them with the promise of gifts, and further violated their dignity by recording some of the acts.

Mr Zhong added that Lok would chat with the boys and win their trust before inviting them over to his home, which showed "an element of planning and premeditation".

For two of the victims - brothers then aged 10 and seven - Lok had approached and talked to them several times as they played together at the void deck near his ground-floor unit.

The younger brother later introduced his friend to Lok.

The two friends ended up together with him in his toilet on one occasion in January last year, and were each persuaded to perform an indecent act on Lok.

Lok, who was caught after a school counsellor lodged a police report, had earlier pleaded guilty to seven charges under the Children and Young Persons Act, and one under the Penal Code.

He admitted to 19 various other offences.

A report from the Institute of Mental Health diagnosed him with paedophilia and noted there had been a clear escalation of his behaviour, according to court documents.

The report also said Lok was at moderately high risk of repeating this behaviour.

Lok, who will be sentenced on Nov 3, faces up to 20 years in jail and a fine for the Penal Code sex charge, but cannot be caned as he is more than 50 years old.

For each count of committing or procuring an indecent act with a child, he faces up to five years in jail and a fine of up to $10,000.
