Twice he served jail sentences for outrage of modesty.
Most recently, courier assistant Mohamed Shariff Samsudin, 31, molested a 12-year-old girl three months after he was released from jail in December last year.
He followed her on a bus and molested her in a public toilet.
Mohamed Shariff was sentenced yesterday to seven years' corrective training (CT) and ordered to receive 12 strokes of the cane after pleading guilty to one count of outrage of modesty.
CT is a prison regime for repeat offenders. It can last between five and 14 years and does not offer the usual one-third remission for good behaviour.
Deputy Public Prosecutor (DPP) Chee Min Ping said Shariff was at Bedok MRT station at around 7am on March 6 when he spotted the girl in her school uniform waiting at a nearby bus stop at New Upper Changi Road.
He decided to tail her, following her when she boarded a bus.
She stood in front of the rear exit door and he stood beside her.
DPP Chee said: "During the journey, the bus driver applied the brakes and caused the victim to suddenly fall against the accused's chest.
"At this point, (he) felt the urge to touch the victim."
When the girl got off at a bus stop opposite Bedok Community Centre (CC), Shariff continued following.
But when he saw her taking off her cardigan, he told her she should do so in a toilet.
He asked her to follow him and at around 7.15am, he held her hand and led her to a toilet for the handicapped on the first storey of the CC.
He locked the door, sat on the toilet seat and asked the girl to sit on his lap.
When she complied, he molested her and handed her $5.
Seconds later, the girl told him she wanted to leave.
But he refused to let her go and stopped her from opening the door.
Shariff, who was not represented by a lawyer yesterday, allowed her to leave only when she shouted.
They then went their separate ways.
The girl made a police report at around 12.40pm that day and officers arrested him five days later. It was not revealed how the police tracked him down.
HIS OTHER VICTIMS
Mohamed Shariff Samsudin, now 31, was sentenced to three years' jail and the maximum 24 strokes of the cane after molesting nine girls in Chai Chee.
He had started his crime spree in 2003 and targeted the girls who were between eight and 13-years-old.
He followed the girls into lifts before molesting them.
He was caught after a closed-circuit TV camera installed in a lift spotted him in the act in May 2005.
Mohamed Shariff was sentenced to two years' jail for molesting a 10-year-old.
He had followed her into a lift at Bukit Batok, where he forced her to sit on his lap, then hugged her and caressed her chest.
In sentencing him, District Judge Low Wee Ping said then that he was "shocked" by Mohamed Shariff's criminal record.
"At the age of 22... you have already been caned 24 times, which is the maximum number of strokes, and jailed for three years."
