Why different rules on HDB flat sales for PRs

SINGAPORE - It was reported that this year, 130 flats were sold by permanent residents (PRs) within three years of their purchase, 320 were sold within four years, and 490 within five years ("PRs fully own 6 per cent of HDB flats"; last Tuesday).

Under Housing Board rules, Singaporeans who buy an HDB flat are not allowed to sell it within five years of purchase. So why are PRs allowed to do so?
