A day into HDB's November Build-to-Order (BTO) sales exercise, the Toa Payoh and Tengah projects are the most oversubscribed as at 12pm on Wednesday (Nov 5).

A total of 13,363 applicants have applied for the 7,964 flats up for sale across seven projects in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun.

This exercise, the first since monthly household income ceiling was raised to $16,000 for families from $14,000, and $8,000 for singles from $7,000, will close on Nov 11.

Standard project Sembawang Anchor has shorter waiting times of below three years, but is currently the only project with lesser applicants than flats available.

The median application rate for first-timer singles across the six projects offering two-room Flexi flats is 3.1, the highest compared to senior and family applicants.

At Tengah's Plantation Dew (Standard), 652 applicants are vying for the 178 2-room flats.

The application rate for first-timer families for each respective flat types is 1.3, 2.6 and 1.6, respectively.

Buyers of 3-, 4- and 5-room units at Plantation Dew will be able to opt for open-concept White flats without internal partition walls, giving them more flexibility to configure their living spaces.

Meanwhile, Prime project Toa Payoh Hillside, to be built beside Caldecott MRT station and an upcoming shopping mall, has received 2,137 applications for its 4-room flats, over three times the number of units available.

There, the application rate for first-timer families currently stands at 2.4, while the rate for second timers at 15.1.

Toa Payoh Hillside is also the only BTO project offering Community Care Apartments (CCA) for seniors, where the eligibility age has been lowered from 65 to 55 years old.

There are currently 139 applicants for 256 CCA units.

As a Prime project, the subsidy clawback for Toa Payoh Hillside is 11 per cent.

Applicants who wish to improve their chances of securing a flat should consider applying to projects with lower application rates, such as those of around one or lower, HDB had said previously.
