Sim Hui Ting to succeed Desmond Chin as Commissioner of Charities from April 2027

Sim Hui Ting, group director and chief financial officer at the Skills and Workforce Development Agency, will take over as Commissioner of Charities and executive director of the Registry of Co-operative Societies from Desmond Chin on April 1 next year.

Chin, 61, was appointed to his present roles in November 2020, after retiring as Commissioner of Prisons. 

Then aged 55, Chin had spent about 30 years as a career prison officer. He is credited with providing steady leadership to both the charities and co-operatives sectors during the Covid-19 pandemic.

"Mr Chin and his team worked to support charities and co-operatives through relief measures, digitalisation, and capability-building efforts, ensuring organisations could continue serving their communities when it mattered most," the Ministry of Culture, Community and Youth said in a statement on Thursday (Sept 3).

It added that the outgoing charities commissioner had strengthened capabilities, governance and accountability across the sector by simplifying the Code of Governance, reviewing the charity transparency framework, and developing practical resources, guidelines, toolkits and funding support for charities to tap on.

He is also credited with helping to develop the 10-year transformation roadmap for co-operatives, which charts a vision to strengthen leadership and governance, build sector capabilities, and deepen the social impact of co-operatives in Singapore.

Minister for Culture, Community and Youth David Neo thanked Chin for his years of public service, adding that the outgoing commissioner had made "significant contributions" to Singapore's charities and co-operative sectors.

Incoming commissioner began career in charities sector

Turning to Sim, who will be appointed Commissioner of Charities (designate) and executive director-designate at the Registry of Co-operative Societies from Oct 1, MCCY noted that she began her public service career 14 years ago as Assistant Commissioner of Charities.

She took on the role in 2012, after having spent about 13 years as an auditor in compliance, governance and risk management, rising to become a director at Ernst & Young.

Over the next several years, Sim rose through the ranks and was appointed Deputy Commissioner of Charities in 2016.

MCCY said she was instrumental in driving key policy, legislative and digital transformation initiatives to strengthen governance and resilience in the charity sector. 

She is also said to have played a notable part in supporting charities through the Covid-19 pandemic.

Sim was later seconded to the National Council of Social Service (NCSS) and subsequently to Workforce Singapore (WSG), now part of the Skills and Workforce Development Agency, where she contributed to national initiatives including the National Mental Health and Well-being Strategy, the Beyond the Label Collective and the Workfare Skills Support schemes.

Minister for Culture, Community and Youth David Neo said of Sim's appointment: "Her experience across the public service, including in the charities sector, will serve her well in this role.
