Wife offered sex services at Orchard Towers 'beauty salon', husband fined $7,000

PUBLISHED ONOctober 25, 2026 12:00 AMBYKhoo Yi-HangA 65-year-old man has been fined for running an unlicensed massage parlour in Orchard Towers where his wife was found offering sexual services, Shin Min Daily News reported on Friday (Oct 23).
Leng Kheng Chiang pleaded guilty to one charge under the Massage Establishments Act and was fined $7,000 in default for four weeks' jail.
According to court documents cited by local media, Leng had operated Fragrance Beauty, a beauty salon in Orchard Towers, since January 2022. He was the business' sole owner and proprietor.
While the establishment purported to offer facial and beauty services, Leng knew that his wife, Wang Aimei, was providing massages there and allowed her to do so. The salon did not have a licence to operate as a massage establishment and was not exempt from the licensing requirement.
At around 4pm on July 7, 2022, police conducted enforcement checks at the premises.
They found that while giving a customer a massage, Wang offered him sexual intercourse for $150 and oral sex for $100, Stomp reported.
Police investigations revealed that Leng rarely visited the salon; whether he was aware that his wife offered sexual services was unclear. However, he was still operating the parlour without a proper massage license.
Leng admitted in court to operating an unlicensed massage establishment. During sentencing, Leng sought leniency from the judge but did not address in court whether he was aware of the sexual services his wife offered.
