He takes over from Alan Chan, who became LTA's board chairman in April 2016.
Pang, 60, spent 35 years in the public sector, and retired from administrative service on June 1.
Since joining the public service in 1993, he has served in various roles, including as principal private secretary to then-Prime Minister Goh Chok Tong, director of the Internal Security Department (ISD), and director in the Ministry of Trade and Industry.
Pang was also Permanent Secretary for Transport between 2012 and 2017 and is credited for leading several major initiatives to position Singapore's transport infrastructure for the future, including the planning of Changi Airport Terminal 5 and Tuas Port.
After he became permanent secretary at the Ministry of Home Affairs (MHA) in September 2017, he led the development and implementation of policies and laws, and MHA's efforts to deal with new security threats such as foreign interference and scams, including in critical and sensitive operations.
Pang joined the LTA board on April 1 this year.
"His leadership will be invaluable in guiding the LTA board to continue advancing Singapore’s land transport priorities of building an efficient, sustainable and people-centric land transport system," the ministry added.
MOT also paid tribute to LTA's outgoing chairman Chan.
It highlighted that he had played an "instrumental role" in shaping Singapore's land transport system.
This, the ministry said, happened during a period of "significant transformation and global uncertainty", including during the Covid-19 pandemic.
"Throughout these episodes, LTA maintained essential transport services while keeping strategic infrastructure programmes on track," MOT said.
Chan is also credited with strengthening LTA's governance, risk management and safety oversight while remaining focused on Singapore's long-term transport priorities.
During his tenure, Singapore's rail network saw a significant expansion with the completion of the Downtown Line, the progressive opening of the Thomson-East Coast Line and the completion of the Circle Line.
Other major projects such as the Jurong Region Line and the Johor Bahru-Singapore Rapid Transit System Link have also continued to progress, MOT noted.
Beyond infrastructure, the 73-year-old has also been a champion of innovation, sustainability and capability building, the ministry said, pointing to initiatives such as the electrification of Singapore's public bus fleet, expanded electric vehicle charging infrastructure, and autonomous vehicle pilots in Punggol.
"Together with improvements to rail reliability, bus services and connectivity, these efforts have strengthened Singapore’s transport system and enhanced the daily commuting experience of Singaporeans," MOT said.
Along with Pang's appointment, the LTA board will also welcome four members:
Meanwhile, five members will step down from the board following the completion of their terms: Deputy chairman of LTA board Richard Lim Cherng Yih, Mohd Sa'at Abdul Rahman, Professor Tan Thiam Soon, Hwang Yu-Ning and Nd Chad-Son.
All appointments are effective from Sept 1.
